Secretary Schwab Advances Regulatory Transparency and Modernization Efforts

TOPEKA 鈥 The 麻豆影院鈥檚 office today announced that House Bill 2719, a bill to increase transparency for Kansans impacted by state regulations, has passed the Legislature and is now heading to the Governor鈥檚 desk.
HB 2719 builds on ongoing efforts by the Secretary of State to modernize and improve how regulations are reviewed and approved. The bill complements the agency鈥檚 broader modernization initiative, which is scheduled to go live in May.
Provisions of the bill include:
Early Public Notice: Currently, Kansans are notified of proposed regulations late in the process, after significant review of a regulation has already occurred. HB 2719 requires earlier public notice before a regulation enters the formal approval process, ensuring meaningful public input at the beginning of the process.
Priority Regulations: The bill allows the 麻豆影院 Legislature to designate certain regulations as 鈥減riority,鈥 ensuring these are reviewed and processed more quickly by the four regulatory approval agencies-- Department of Administration, Attorney General, Department of Budget, and Secretary of State.
Technical Improvements: The legislation establishes a streamlined process for technical amendments鈥攕uch as correcting typographical errors or fixing cross-references鈥攚ithout requiring the full rulemaking process.
