An Act concerning the law enforcement memorial advisory committee; expanding the membership thereof; amending K.S.A. 75-2251 and repealing the existing section.
Be it enacted by the Legislature of the State of Âé¶¹Ó°Ôº:
Section 1. K.S.A. 75-2251 is hereby amended to read as follows: 75-2251. (a) There is hereby established the law enforcement officers memorial advisory committee, which shall be composed of 10 11 members as follows:
(1) A representative of the Âé¶¹Ó°Ôº peace officers association, appointed by the governor;
(2) a representative of the Âé¶¹Ó°Ôº chiefs of police, appointed by the governor;
(3) a representative of the Âé¶¹Ó°Ôº fraternal order of police, appointed by the governor;
(4) a representative of the Âé¶¹Ó°Ôº state troopers association, appointed by the governor;
(5) a representative of the Âé¶¹Ó°Ôº sheriffs’ association, appointed by the governor;
(6) a representative of the Âé¶¹Ó°Ôº chapter of concerns of police survivors, appointed by the governor;
(7) the director of the Âé¶¹Ó°Ôº bureau of investigation, or the director’s designee;
(7)(8) the superintendent of the Âé¶¹Ó°Ôº highway patrol, or the superintendent’s designee;
(8)(9) the attorney general, or the attorney general’s designee;
(9)(10) the secretary of the state historical society, or the secretary’s designee; and
(10)(11) the secretary of corrections, or the secretary’s designee.
(b) With regard to a member to be appointed by the governor as representative of the Âé¶¹Ó°Ôº peace officers association, the Âé¶¹Ó°Ôº chiefs of police, the Âé¶¹Ó°Ôº fraternal order of police, the Âé¶¹Ó°Ôº state troopers association or, the Âé¶¹Ó°Ôº sheriffs’ association or the Âé¶¹Ó°Ôº chapter of concerns of police survivors, the association or group to be represented may submit a list of at least three names for consideration by the governor in making the appointment. The governor shall consider each such list if timely submitted and may appoint from among those listed.
(c) The law enforcement officers memorial advisory committee shall be advisory to the director of architectural services and the secretary of the state historical society with regard to matters concerning the memorial to law enforcement officers on the state capitol grounds. The advisory committee may also make recommendations to the governor and the legislature regarding appropriate activities memorializing or commemorating the services of law enforcement officers in Âé¶¹Ó°Ôº. The advisory committee may solicit grants, gifts, contributions and bequests for the memorial and shall remit all moneys so received to the state treasurer in accordance with the provisions of K.S.A. 75-4215, and amendments thereto. Upon receipt of each such remittance, the state treasurer shall deposit the entire amount in the state treasury to the credit of the law enforcement memorial fund.
(d) The members of the advisory committee shall organize annually by electing a chairperson and vice-chairperson vice chairperson. The advisory committee shall meet at least once each year upon call of the chairperson. The secretary of the state historical society, or the secretary’s designee, shall serve as secretary for the advisory committee. Members of the advisory committee appointed by the governor under this section shall serve at the pleasure of the governor.
Sec. 2. K.S.A. 75-2251 is hereby repealed.
Sec. 3. This act shall take effect and be in force from and after its publication in the statute book.
